Ed's Biography
Ed Donohue is a founding member of Donohue & Stearns; a full service law firm dedicated to meeting and exceeding its client’s needs for legal services. Ed expertise is in the areas of land use/zoning, litigation and leasing, with a particular emphasis on tower and antenna issues.

Experience:
In private practice since 1987, Ed has devoted a substantial part of his career pursuing zoning, land use and historic preservation approvals in the Greater Washington, DC area. Prior to forming Donohue & Blue, Ed was a partner in the Washington office of Holland & Knight, where he headed the wireless infrastructure group. Before entering private practice, Ed was law clerk to Honorable Fred B. Ugast, Chief Judge of the Superior Court for the District of Columbia.
Ed represents PCIA: The Wireless Infrastructure Association. On behalf of PCIA and T Mobile, he successfully argued as amicus curia in the Ninth Circuit Court of Appeals in the case of Sprint Telephony PCS vs. County of San Diego. On behalf of PCIA, Ed frequently advocates issues for the tower and wireless industry throughout the country.
Ed is Vice President and General Counsel to the Virginia Wireless Association, and is active in the Maryland /DC Wireless Association. Donohue & Stearns is also a Founder of the DAS Forum.

Ed Roach

Ed's Biography
Ed Roach is Associate General Counsel for Regulatory Compliance for SBA and has been with SBA for 14 years. He is responsible for developing and administrating the SBA compliance program to ensure that SBA is in compliance with all government regulations regarding tower siting.
Ed Roach graduated cum laude from the State University of New York at Albany and Pace University School of Law. He spent five years at the Legal Aid Society of New York litigating cases involving indigent clients.
He was the President of the Virginia Wireless Association from 2008-2010 and is the current Co-Chair of the PCIA Regulatory Affairs Committee. |

Eileen's Biography
Eileen is a seasoned sales professional who has been in the commercial real estate industry for over 15 years.
Eileen's division of Fidelity National Title has a niche in the wireless segment specializing in providing title, escrow and recording services nationwide.
FNTG Facilitates multi-site/ multi-state site acquisitions from contract to closing as well as title search reports for due diligence and leasing requirements.
Eileen has been integral in the startup of Virginia Wireless Association and continues to be involved as Chairperson for the previous golf tournaments and social/membership committee.
She has her B.S. in Business Adm. from Virginia Commonwealth University, resides in Richmond and has an 18 year old, Ryan.

Richard Biby

Rich's Biography
Richard P. Biby P.E. is an Electrical Engineer, specializing in Radio Frequency issues.
Currently he is publisher of AGL AGL magazine – specific to the tower industry, and CTO of Waterford Consultants, a small engineering firm providing services to the wireless industry.
Previously he was Chief Technology Officer, Squareloop, Inc, 2005-present Developing Location Based Notification Services for Emergency Alerting to portable and mobile devices, and Chief Technology Officer Crown Castle International.
He formed Sitesafe in 1999 and was its CTO through 2004.
He holds BSEE & MS from George Washington University (1991, 2004). He is so much a nerd that he is a rabid VHF and UHF amateur radio contester, and holds an Extra Class license, N3UW. |

William L. (Willy) Pirtle

Willy's Biography
William L. (Willy) Pirtle is Vice President, Sales and Marketing for Shentel. Mr. Pirtle is also responsible for Shentel’s Wireless Engineering and Wireless Site Acquisition groups.
He joined the company in 1992 as Vice President of Network Services responsible for Shentel’s technology decisions, and maintenance and operation of its networks – telephone, cable, cellular, paging, and fiber optics. He helped launch Shentel’s Internet business in 1994 and has led the company’s participation in its wireless PCS business beginning in 1995.
He is a graduate of the University of Virginia. Mr. Pirtle is a co-founder of the Shenandoah Valley Technology Council and a Board Member of ValleyNet. |

Brian Robinson

As sales unit leader for Public Network Operators and Contractors at TESSCO Technologies, Brian Robinson is responsible for driving market and sales strategy for an ever-expanding segment of the wireless industry that includes carriers, program management companies, tower contractors, tower owners, as well as systems integrators. Brian and his team capitalize on forward-looking opportunities within the wireless marketplace by providing world-class products, solutions and expertise for designing, building, and using everything wireless.
Brian earned his Bachelor of Arts, cum laude, from the University of Baltimore and subsequently, in 1997, joined TESSCO, where he has served in several capacities, including regional sales manager, account manager, and market leader.
Brian has been part of the Virginia Wireless Association since its inception in 2008. |

Paige's Biography
Paige Cash is a Regional Site Manager for Western & Central Virginia for SBA Network Services, Inc., specializing in carrier collocation and management of SBA owned structures.
Previously she has held many various roles for the wireless carriers in the industry as an independent contractor, including Project Manager, Zoning Manager and Site Acquisition Manager. She has worked in many different markets in 8 different states and the District of Columbia.
Paige has been a member of the Virginia Wireless Association since its inception in 2008.
She resides in Bridgewater Virginia, has three children and 2 grandchildren. |

Angelika Kirchmeyer

Angelika's Biography
Angelika finished Law School in Saarbrücken early 1997, and works in software industry ever since. Prior to joining Quappa Inc. Angelika served as CAO and attorney with Algorithmic Solutions Software GmbH. She founded her first web & design company Grand!n! in 2002.
Angelika is co-author of the study "Analysis of ICT Clusters in the Washington, DC Metro Area" prepared in 2006 by LaunchDreams LLC for the Finish Funding Agency for Technology and Innovation Tekes. She is also co-author of "Broadband Telecommunication in the United States", prepared in 2007 for the GIGA project "Converging Networks". As such, she was invited speaker at the GIGA Conference "International Technologies and Markets" in Helsinki, Finland.
Apart from her degree in Law, Angelika took courses in empirical sociological studies. She grew up in Europe, is a native German speaker combined with complete fluency in English as well as proficiency in other languages such as French. In her leasure time, Angelika plays French horn (Loudoun Symphonic Winds & Loudoun Brass Quintet) and draws cartoons.
